Project Scard depicts the encounters and battles of those who have tattoos which possess the sealed powers of divine beasts and gods. The story is set in the Akatsuki Special Zone, a lawless zone in Tokyo. "Helios" are those who use the ability of the tattoos to protect the city, "Artemis" are committed to maintain security and control, whilst having a strong commercial motive, and the "Public Security Special Service" are Scard Staff of the metropolitan police department. The film is set in London at the end of the 19th century and after the attempted assassination of the Imperial princess in the television anime. The Empire is increasing counter-spy actions in the wake of the incident, and finds Control, the Commonwealth group in charge of covert operations against the Empire, at unease and suspecting its spy within the royal family as a double agent. Control assigns their spy ring Dove with a new mission to extract a secondhand bookstore owner and deliver him to Commonwealth hands. Ange, Dorothy, and Chise successfully spring the bookstore owner from an Imperial prison. Famous for his military service in the 39th Asian War, the legendary Swiss robot Montblanc is violently murdered. Humans and robots around the world mourn for the beloved celebrity. Montblanc's popularity only grew in the years following the war, thanks to his dedication to nature conservation and his loving personality. Once a fellow war veteran, robotic Europol detective Gesicht is sent to investigate Montblanc's tragic demise. In his pursuit, Gesicht uncovers evidence of a mysterious entity known only as "Pluto." He also learns of a conspiratorial plot to dismantle the eight specialized robots from around the world who participated in the war. Racing against time to save those who still remain, Gesicht grapples with his memory, morality, and a world full of hate, desperately attempting to defend the fragile coexistence of man and machine.
